Benefits Overview
The City of Clarksville provides a comprehensive benefits plan. The following lists a brief summary of the major employee benefits provided by the City of Clarksville. The benefit rate schedule will provide the detailed cost of each benefit can be found on the Rates web page.
Unum Provident

The City provides a long-term disability policy on each regular full-time employee. The premium is fully funded by the City. Regular full-time employees may purchase additional short-term and long-term disability policies at their own expense during City-designated enrollment periods. ANNUAL LEAVE
Regular full-time employees begin earning annual leave (leave with pay) at the end of the first full pay period. Personnel who are regular full-time employees earn 8 hours of annual leave per month. Regular full-time Fire Department employees who work 24 hours shifts earn 12 hours of annual leave per month.
Regular full-time employees are eligible to earn 8 additional hours of annual leave for each year of employment over 10 years. Regular full- time employees may accrue up to 30 days of annual leave (or 240 hours for most regular full-time employees and 360 hours for most certified Fire personnel). Unused leave over the maximum accrual allowed will be rolled into the regular full-time employee’s sick leave accrual at each anniversary.

SICK LEAVE
Regular full-time employees begin earning sick leave at the end of the first full pay period. Regular full-time employees earn 8 hours of sick leave per month. Regular full-time employees may accrue an unlimited number of hours of sick leave. Regular full-time Fire Department employees who work 24 hour shifts earn 12 hours of sick leave a month.
If a regular full-time employee remains in City service until retirement and is vested under TCRS, all accrued sick leave shall be credited toward extending the computation of longevity for retirement purposes

FAMILY MEDICAL LEAVE ACT (FMLA)
The Family Medical Leave Act provides certain employees up to 12 weeks of unpaid, job-protected leave per year under certain circumstances. Detailed information on FMLA can be found in the City of Clarksville personnel policy 93-4 and in the City Code 1.5-607.

Eligibility
Regular full-time employees are eligible for medical benefits on the first day of the calendar month following completion of one full calendar month of service. Employees who do not enroll in the plan when initially eligible are restricted to enrollment during a qualifying event (e.g. marriage, divorce, birth, death, adoption, or change in spouse’s employment impacting their insurance), or during the yearly designated open enrollment period.

Delta Dental

The City provides regular full-time employee dental insurance at no cost to the employee. The dollar amount of employer and employee contributions for dependent coverage vary by coverage level and can be found by viewing the benefits rate sheet.

Meritain Health & Vision

The City provides a comprehensive medical, pharmaceutical and vision package to employees. Employee and employer contributions are determined by coverage level and can be found by viewing the benefits rate sheet.

VISION

Eligible employees receive 1 routine eye exam every 12 months and a $200 eye wear benefit every 24 months.
Pharmacy

The City provides a comprehensive pharmacy benefit package to eligible employees. Employees may purchase maintenance medications via a retail pharmacy up to 3 times, however, that medication must then be purchased through the mail-order program in a 90-day supply. Co-pays for medication purchases through drug stores and the mail order program vary. Employees who wish to view prescription copay amounts should view the Express Scripts Drug Summary.
TENNESSEE CONSOLIDATED RETIREMENT SYSTEM (TCRS)

Retirement benefits are managed by the Tennessee Consolidated Retirement System (TCRS). The City contributes a percentage of an employee’s pay each month after six months of employment. Employees contribute 5% of their pay after six months of employment. Employees are vested after five years of service. Benefits at retirement are based upon salary, years of participation, and age when payments begin.
Regular full time employees are 100% vested at the completion of five years of service. Regular part-time employees are vested after obtaining the equivalent of 60 months of full time service. Multiple retirement options are available based upon age and years of service.
For employees hired before 7/1/23 to receive credit for the first six months of employment, fill out the TCRS Application for Additional Retirement Credit form and return to Payroll.
BRIDGE PROGRAM
Coverage: Bridge Program Tennessee Consolidated Retirement System (TCRS)
The City provides all sworn Police and Fire personnel a benefit improvement for retirement.
IMPROVEMENT PACKAGE
The City will fund this defined benefit retirement plan at a higher rate than that of regular, non-sworn personnel. The improvement package has three main parts:
- Mandatory retirement for all sworn public safety personnel. Only those whose duties are more than 50% administrative may continue past age 60 until age 62.
- Allowance of reduced retirement benefits upon attainment of age 55 with 25 years of sworn public safety personnel service.
- Allow the bridge benefit to begin at age 55 and continue to age 62. Regular full-time Police and Fire public safety employees are 100% vested at the completion of five years of service.

As of January 31, 2019, employee contributions to the Nationwide 457(b) deferred compensation plan ended. Employees who opted to retain their funds with Nationwide should contact Nationwide for Assistance.
Empower

The City offers all regular full-time employees access to a 401(k) or 457(b) defined contribution retirement plan through Empower. Employee contributions to the plan may be made by payroll deduction. All plans are fully funded by the employee. Employees may enroll in and make changes to their individual plans throughout the calendar year.

All regular full-time employees hired after February 6, 2011 and have five years of continuous service (with no break in service) are eligible to receive longevity pay.
All regular full-time employees hired prior to February 6, 2011 and have six years of continuous service (with no break in service) are eligible to receive longevity pay.
