Concerning HOME Investment Partnerships American Rescue Plan (HOME-ARP)

In accordance with the U.S. Department of Housing and Urban Development (HUD) HOME-ARP requirements, the City of Clarksville will be conducting a public hearing to receive comments regarding the distribution of funds, eligible activities, and the proposed action plan to allocate the HOME-ARP funds. This hearing will take place on Monday, January 24 at 2:00 PM in the Clarksville Neighborhood & Community Services Department, 1 Public Square, Suite 201, Clarksville, TN 37040. A recent survey, conducted in December 2021, by Clarksville Neighborhood & Community Services (CNCS) revealed that HOME-ARP funding will have the most significant impact for the City of Clarksville by creating a program that offers rental assistance for up to 24 months for low- to very-low-income persons. 

The City will be receiving $1,882,125 in HOME-ARP funding. These funds will be used for Tenant-Based Rental Assistance (TBRA) and eligible Administration costs of up to 15%. The HOME-ARP TBRA program can be used to provide rental assistance, security deposits, and utility deposits to income-eligible households. Eligible households include:

    People experiencing homelessness

    Those at risk of homelessness

    Individuals fleeing, or attempting to flee, domestic violence, dating violence, or sexual assault

    Victims of stalking or human trafficking

    Veterans and Families that include a Veteran Family Member
